COOK ISLANDS CANNABIS REFORM

Given that the use of medicinal cannabis is a new development in the Cook Islands, it is crucial to carefully consider all relevant aspects in the establishment of a comprehensive framework. This framework should encompass the following objectives:

  1. Undertaking ongoing research, education, and training initiatives.
  2. Facilitating the importation, prescription, and local production of medicinal cannabis within the Cook Islands.
  3. Thoroughly assessing and managing all associated risks.
  4. Implementing effective regulatory measures to govern the industry.

The successful implementation of these objectives will require an allocation of additional resources to address these matters in detail

REFERENDUM

The result of the referendum held on August 1, 2022 was: 62% of voters agreed that our cannabis laws should be reviewed to allow for:

  1. Research
  2. Medicinal use

NSDA+ OBJECTIVES RELEVANT TO MEDICAL CANNABIS

  1. Healthy population
  2. Environment
  3. Economic diversity.
  4. Economic opportunities for the Pa Enua, empowerment through local ownership
  5. Education – innovation, research and development

TIMELINE

  1. August 2022 – Public referendum
  2. November 2022 – Cannabis Referendum Committee established
  3. March 2023 – Committee presented a preliminary plan to Cabinet 
  4. May 2023 – Website page for Committee updates attached to Office of the Prime Minister website
  5. April – June 2023 – Research on legal and regulatory framework for legalization of medicinal cannabis
  6. July 2023 – Policy prepared for legalisation of medicinal cannabis.
