The Prime Minister of the Cook Islands, Hon. Mark Brown, today reaffirmed the nation’s sovereign right to engage internationally in accordance with its Constitution and national interests, following recent public discussions surrounding Cook Islands’ bilateral agreements and development partnerships.
In an address to Parliament, the Prime Minister emphasised that while the Cook Islands remains in a free association relationship with New Zealand, its foreign policy decisions are grounded in national sovereignty and guided by transparent and principled diplomacy.
“This year, as we mark 60 years of self-governance, we continue to uphold our right to engage with international partners in a way that reflects our development aspirations and national priorities,” said Prime Minister Brown. “Our recent agreements, including the Action Plan for Comprehensive Strategic Partnership with the People’s Republic of China, are non-binding and strictly focused on economic development, climate resilience, and marine cooperation.”
The Prime Minister confirmed that these agreements do not include any military or defence provisions and do not compromise Cook Islands’ sovereignty. Government ministries have been actively engaging with counterparts in New Zealand to address any concerns, including through the establishment of a Formal Dialogue Mechanism that has already convened twice.
“While there has been some divergence in interpretation of consultation protocols under the Joint Centenary Declaration, the Cook Islands remains committed to strengthening our high-trust partnership with New Zealand,” the Prime Minister stated. “We deeply value the support New Zealand has provided over the years and continue to prioritise respectful, open, and forward-looking dialogue.”
The Prime Minister also addressed the broader context of international engagement, reaffirming that Cook Islands’ foreign relations, including those with China, Australia, and others, are complementary to its existing partnerships.
“Our development pathway must be shaped by opportunity, sustainability, and resilience. We will continue to pursue international partnerships that support our national development, in a manner that is transparent and consistent with our laws and values,” said Prime Minister Brown.
As the nation approaches its 60th anniversary of self-governance on 4 August, the Prime Minister reiterated the importance of unity, national pride, and shared purpose in navigating the evolving global landscape.
